Mineral and Petroleum eService Registry System (MAPER)
The purpose of the Mineral and Petroleum eService Registry System (MAPER product is to create a fully electronic system to speed up and automate the map-based staking occurring in a jurisdiction. The system will allow clients of a Mineral Registry Branch to service their own information and Rights via an easily accessible web-based interface, while also allowing the staff of the Mineral Registry Branch to electronically maintain maps, restrictions, and prohibitions.The MAPER solution is designed to keep the data, business logic, mapping services, and presentation layer separate. This allows the mapping information to be maintained outside the system, and allows multiple presentation layers (Windows application, web, mobile browser, web services) to be exposed while keeping all of the business logic together for easy maintenance. It also allows the application to plug into any ODBC-compliant data store (MS SQL Server, Oracle, etc.) without affecting the business logic or presentation components. The solution is built in a Service-Oriented-Architecture (SOA) to provide a flexible, integrated suite of services that can be used within multiple business domains.
Key functions in MAPER :
- Client Information and Access: The system will store all clients’(Disposition Holder) information in a database. The system will provide a user authentication and multiple role permissions module.
- GIS Integration: The system will be spatially enabled allowing authorized Disposition Holders to select or draw a basic GIS shape (point, line or polygon) representing the element of concern via an interactive map viewer to submit requests and applications on-line 24/7. The applications spatial submissions will not typically be referenced to a grid system but freehand based referenced to topography and other GIS available layers.
- Application Request System: The application system will allow a Ministry authorized Disposition Holder to complete application, for assignment, purchase, changes to existing lease, surrender or perform a quit claim, and submit collateral material and artifacts, make payments, deficiency deposits, transfer interest, change name, .generate reports, conduct searches, etc.. The application process will be a User Requests/Administrator Approves Process supported by both process and GIS resolved business rules.
- Payment Processing: The system will provide detail and summary data for use by external systems in the form of flat files or reports. Integrated updates and communication to external systems, other than the GIS Server, is not included. The system will support credit card payments interface.
- System Administration: The system administrator will be able to manage all client requests and applications, i.e., complete application, for assignment, purchase, changes to existing lease, surrender or perform a quit claim, pay deficiency deposits, transfer interest, change name, renew leases, generate reports, conduct searches. Legacy disposition information will be stored in The system but must be referenced in a Legacy GIS Layer maintained by others.
- Artifact Repository: The system will allow for the import and association of documents, reports and other artifacts to individual applications, both with a geo-reference attribute and tombstone data, similar to a Content Management System.
